Case management — the operational queues

Cases in this platform are the items sitting in a queue awaiting a decision. Rather than a separate case module duplicating them, this is where they live:

Anomaly and validation alerts — dispatch or dismiss.

Field Follow-up

Imagery-flagged buildings awaiting a field visit — dispatch, dismiss, send back.

Self-Census Validation

Citizen self-reports resolved by receipt for field validation.

Offline mode — built in, not a switch

Offline capability is a property of the field devices, not a server setting — so there is deliberately no toggle here. The enumerator mobile app captures to an on-device queue and syncs automatically when a connection returns; the citizen Self-Census portal is an installable app that queues a submission made offline and sends it on reconnect. A server-side “offline mode” switch would have nothing real to control.
